Enterprises that have legally obtained the Safe Production License for Hazardous Chemicals, the Safe Use License for Hazardous Chemicals, and the Hazardous Chemicals Business License may purchase highly toxic chemicals and hazardous chemicals that can easily produce explosives with the corresponding licenses. Civil explosive production enterprises may purchase hazardous chemicals that can easily produce explosives with the Civil Explosive Production License. For entities other than those specified in the preceding paragraph that purchase highly toxic chemicals, they shall apply to the public security organ of the local people's government at the county level for a purchase license for highly toxic chemicals; for those that purchase hazardous chemicals that can easily produce explosives, they shall present a legal purpose statement issued by their own unit. Individuals are not allowed to purchase highly toxic chemicals (except for pesticides that are classified as highly toxic chemicals) and hazardous chemicals that can easily produce explosives.
